AB  - This article provides a study of Law No. 14,113/2020, which regulates the new FUNDEB, focusing on the Value per Student per Year/Result (VAAR) complementation modality. Through qualitative bibliographic and documentary research, it investigates the insertion of the logic of meritocracy into the financing of Brazilian basic education. The study contextualizes the historical evolution of the fund and examines resource distribution data from 2025, demonstrating that VAAR links financial transfers to the fulfillment of management conditionalities and the evolution of educational indicators. The analysis points out that this fiscal meritocracy, inspired by New Public Management, tends to disregard deep structural inequalities at the starting point, fostering competition between education networks to the detriment of collaboration. In this study, we conclude that, although the new FUNDEB represents a significant advance in the volume of resources for basic education, the VAAR mechanism introduces tensions that compromise equity and social justice, requiring public policy planners to constantly monitor to avoid deepening regional and educational disparities.
